The Zoning Board of Adjustment conducts public hearings once a month to hear and decide upon applications for Zoning Code variances, appeals of the Zoning Officer's decisions, and interpretations of the Zoning Code. The Zoning Board is made up of seven regular members all of whom are appointed by the Township Council and serve four-year terms without compensation. In addition, the Zoning Board hires its own consultants at the beginning of each year when it reorganizes. In addition, the Township Council may appoint up to two alternate members of the Board of Adjustment, both of whom will serve in rotation during the absence or disqualification of any regular member or members. The term length for an alternate member is two years.
Individual homeowners may appear before the Zoning Board of Adjustment without legal counsel. Commercial applicants, however, are required to have legal representation. A Zoning Variance Application and checklist can be obtained from the Zoning Board Clerk in the Zoning Division Office.

NOTICE IS HEREBY GIVEN, that pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., the regular meeting of the Zoning Board of Adjustment of the Township of Scotch Plains is scheduled for Thursday, June 5, 2025 at 7:30 p.m. and held by online/virtual means and telephonically only.
The following applications will be heard:
Hutchinson, Staci, 206 Mountainview Ave, Block 3802, Lot 2, R-3A Zone, is applying to construct an office, additional living area, updated kitchen, and 1.5x additional bathrooms. A variance is required as this is prohibited under the following:
Section 23-3.4A, Schedule of Lot, Yard, and Building Regulations:
Paragraph H, for R-3A Zone and Column 11a: Lot Coverage permits a maximum of 50% or 2,500 sq. ft.
- Existing: 61.9% or approximately 3,098 sq. ft. (pre-existing, non-conforming)
- Proposed: Additional 412 sq. ft., for a total of 3,510 sq. ft., or 70.2% lot coverage

ZONING BOARD OF ADJUSTMENT
NOTICE IS HEREBY GIVEN, that pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., the regular meeting of the Zoning Board of Adjustment of the Township of Scotch Plains is scheduled for Thursday, June 5, 2025 at 7:30 p.m. and held by online/virtual means and telephonically only.
The following applications will be heard:
Gray, Clayton, 2034 Westfield Avenue, Block 2401, Lot 13, R-3A Zone, is applying for the installation of a six (6) foot privacy fence. A variance is required as this is prohibited under the following:
Section 23-2.3, Regulations Applicable to All Zones:
Fences may be erected, installed, altered, or reconstructed to a height of nominally four feet above ground level when located in a front yard area, or to a height of nominally six feet above ground level if located elsewhere on the lot, except that in no case shall any fence be higher than nominally four feet above ground level when located beyond a projection of any front building line of any adjacent improved lots or the setback line of any adjacent unimproved lots. Fences may be installed with an air space at the bottom to prevent decay and deterioration, which fence shall not exceed four feet three inches and six feet three inches. Fences shall be installed with the finished side towards any neighboring property. In case of any question as to which side is the finished side, the Zoning Officer shall determine which side the finished side is based on manufacturer’s literature and industry standards.
Lubimov, Vladimir, 421 William Street, Block 4102, Lot 6, R-3A Zone, is applying for the expansion of the existing non-conforming garage; expanding current laundry area and moving the rear garage wall roughly 24 inches inward to accommodate the addition of a shower to the existing half bath. The proposed modification would result in final dimensions of 10 feet by 16 feet, or a total area of 160 square feet. A variance is required as this is prohibited under the following:
Section 23-2.3 1.4: the minimum allowable garage size is 12 feet by 20 feet.
